What this supports, and what it does not

A hazard is controlled because it can hurt someone or expose them, not because it carries a particular legal identifier or priority. Before crossing a damp walkway, control it. Before touching damaged wiring, stop and isolate if the plug is unsafe to reach. Use the trained emergency or qualified-person route when the safe action exceeds your scope.

Local procedure determines who may fight a fire, replace sharps containers, perform lockout/tagout, repair equipment, and receive reports. Those boundaries change the action; confirm them before the situation forces a choice.

Recognize the consequence, make the area safe without creating a second victim, and escalate when the control requires authority or equipment you do not have.
