Debrief: what this result supports, and what depends on local policy
The label and SDS for this formalin scenario support three separate hazard classifications on one bottle: a chronic carcinogen hazard, an acute corrosive hazard, and an acute irritation/sensitization hazard. The monitoring result (0.6 ppm TWA, 1.4 ppm STEL) supports periodic monitoring and offered medical surveillance because it is at or above the 0.5 ppm action level, while it does not, by itself, support posting a regulated area, because it stays below both the 0.75 ppm PEL and the 2 ppm STEL. What is not supplied here: exact spill-kit contents and a facility's specific incidental-versus-emergency written threshold, which staff are authorized spill responders, the current regulated-area status of any specific room, Chemical Hygiene Plan content and review dates, a facility's hazardous-waste generator category and accumulation-area locations, state and local hazardous-waste or medical-waste rules (which can be stricter than the federal RCRA floor and vary by state), secondary-container labeling templates, storage cabinet layout, or PPE brand and model selection.
