The hazard communication system as one connected program
The Hazard Communication Standard (HCS), 29 CFR 1910.1200, is not just a label rule. It requires a written hazard communication program, an inventory of hazardous chemicals present, GHS-compliant labels on every container, an accessible library of safety data sheets, employee training, and a plan for how contractors and non-routine tasks (like a one-time equipment repair on a chemical line) are covered. Every piece exists so that a person who did not order the chemical can still find out what it is and how to handle it safely.
At the bench, use the current supplier label and SDS for the container in hand together with the local hazard communication program. If the label and SDS conflict, or the SDS is missing or appears obsolete, stop use or transfer, isolate the material when needed, and route the discrepancy to the designated owner or EHS under local procedure rather than choosing which document to trust.
A separate but related document, the written Chemical Hygiene Plan (CHP) required under the OSHA Laboratory Standard, 29 CFR 1910.1450, applies when hazardous chemicals are used at laboratory scale with potential for employee exposure, and it must be reviewed at least annually. Histology and pathology production laboratories that use formalin in a production-type process are instead governed primarily by the formaldehyde-specific standard, 29 CFR 1910.1048, covered next. CAP's Laboratory General checklist reinforces these same pieces at accreditation level: it calls for a written CHP that defines chemical safety policies including SDS-based hazard evaluation, and it calls for precautionary labels on hazardous chemical containers stating the hazard and what to do on accidental contact.
The process map below shows how one hazardous chemical moves through the system: it arrives labeled, gets logged in inventory, has an SDS on file, gets a compliant secondary-container label if decanted, and every user has had the training to read all of it. Hazard communication is a chain from label to SDS to program to training, and a gap in any link is what actually creates the exposure risk, not any single missing sticker.

Chemical received and inventoried
The container arrives with a manufacturer GHS label and is added to the facility's hazardous chemical inventory before it reaches a bench.
SDS obtained and filed
The current safety data sheet is added to the accessible SDS library so any employee can retrieve it during a task or an incident.
Secondary container labeled
Any portion decanted into a dispensing or working container gets a compliant label. A reduced label for a small container is permitted only when the applicable conditions are met; volume alone is not permission to omit the label.
Employee trained on the specific hazard
Staff who will handle the chemical are trained on its label elements, the relevant SDS sections, required PPE, and the storage and disposal rules before first use.
Bench use under program controls
The chemical is used, stored, and eventually discarded under the program's storage segregation, PPE, spill, and waste rules, with the SDS available for reference at any point.
